Loan Onboarding Service API Spec

The API spec is broken into three sections:

1. Object Store Configuration: Enabling replication across Object Stores
2. Working with the Encrypted Object Store: storing and retrieving objects
3. Working with Provenance: publishing and executing BlockVault contracts
